League of Legends 9.23 PBE: Balance Changes For Items and Runes Are Being Tested For the Incoming Preseason Changes

As the latest League of Legends patch 9.22 went live earlier today, the PBE was also updated to patch 9.23, where players and Rioters alike can test out all the incoming changes that will be introduced with the preseason Rise of the Elements. The changes have been on PBE for two weeks since there was a ton of new content and tweaks to be tested.

Let’s see how the team at Riot have progressed with tweaking the items in the most recent balance changes on patch 9.23 PBE. Remember that the PBE is a place where stats are subject to change according to playtesting, so the following numbers are not set in stone. Until November 20, when 9.23 goes live, there might be more changes!

Removed Items

The following items will no longer show up starting with patch 9.23:

  • Brawler’s Glove
  • Ohmwrecker
  • Raptor Cloak
  • Spear of Shojin
  • Zz’Rot Portal

Changed Items

The following items have been changed, according to the latest update from Riot Scruffy’s post on Dev Corner. We’ll see buffs, nerfs, recipe or cost changes:

Cloak of Agility

  • Critical strike increased to 25% – from 20%

Doran’s Shield

  • The unique passive has been changed to: “On taking single target attack or spell regenerate up to 40 (melee) 30 (ranged) health over 8s (live is 30 over 10s)”

Duskblade of Draktharr

  • New Recipe: [Serrated Dirk + Caulfield’s Warhammer + 925g]
  • Lethality no longer unique passive
  • Duskblade now has Grevious Wounds on the Nightstalker damage proc
  • Removed the Blackout effect

Edge of Night

  • Lethality no longer unique passive
  • Health increased to 325 – from 250
  • Lethality lowered to 10 – from 18
  • [Changed] “Unique Passive: Grants a spell shield that blocks the next enemy ability. This shield refreshes after no damage is taken from enemy champions for 40 seconds.” [similar to Banshee’s Veil spellshield]

Serrated Dirk

  • Removed Headhunter passive

Energized Effect

  • Damage from all Energized procs now stack – instead of using the strongest one

Kircheis Shard

  • Cost increased to 800 – from 600
  • Combine cost increased to 500 – from 300

Rapid Firecannon

  • Combine cost lowered to 400 – from 800
  • Energized damage changed to 120 – from 60-140
  • No longer increases energize charge speed

Statikk Shiv

  • Combine cost lowered to 400 – from 800
  • Energized damage changed to 120 – from 60-140

Stormrazor 

  • Cost increased to 3200 – from 3100
  • Recipe: [BF Sword + Cloak of Agility + Kircheis Shard + 300g]
  • AD increased to 65 – from 60
  • Attack speed lowered to 15% – from 30%
  • [New]: +25% Crit Chance
  • Changed to [Energized attacks gain 120 bonus magic damage and Energized effects slow by 75% for 0.5 seconds] – from [Energized effects are increased by 35%]

Zeal

  • New Recipe: [Cloak of Agility + Dagger + 300g]
  • Cost increased to 1400 – from 1200
  • Attack speed lowered to 12% – from 15%
  • Critical strike increased to 25% – from 15%

Since Zeal cost changed, it increased the cost of the following items that require it in the recipes of Phantom Dancer and Runaan’s Hurricane:

Phantom Dancer

  • Combine cost increased to 900 – from 700

Runaan’s Hurricane

  • Combine cost lowered to 600 – from 800

New/Reworked Items

[NewSanguine Blade

This is a new Lethality weapon that should help with split pushing when enemies are not around.

  • Cost: 3000g
  • Recipe: [Serrated Dirk + Vampiric Scepter + 1000g]
  • +50 Attack Damage
  • +15% Life Steal
  • +18 Lethality
  • “UNIQUE Passive – Unquenched: While near one or fewer visible enemy champions gain 50-120% Attack Speed (based on level), decaying over 3 seconds if other enemy champions get too close.”

[Rework] Shurelya’s Reverie

The new Shurelia should be a more viable option for supports that used to choose Righteous Glory instead of it.

  • Cost: 2050g
  • Recipe: [Forbidden Idol + Crystalline Bracer + 600g]
  • +300 Health
  • +10% CDR
  • +100% Health Regen
  • +100% Mana Regen
  • “Unique Passive: +10% Heal and Shield power”
  • “Unique Active: Grant yourself and nearby allies +40% movement speed for 3s.” [90s cooldown]

[New] Umbral Blade

This item is said to be a “cheap utility-focused niche” that uses the blackout passive from Duskblade:

  • Cost: 2400g
  • Recipe: [Serrated Dirk + Long Sword + Long Sword + 600g]
  • +50 Attack Damage
  • +10% Cooldown Reduction
  • +10 Lethality
  • “UNIQUE Passive – Blackout: When spotted by an enemy ward, reveal traps and disable wards around you for 8 seconds (45 second cooldown). Basic attacks instantly kill these devices after being spotted and whenever the devices are disabled.”

Balance Changes to Runes

Prototype: Omnistone (Inspiration Keystone)

  • Replaces Kleptomancy
  • [New Effect] “Periodically grants a single use of another random keystone. 8 second cooldown between using a keystone and gaining the next. (12 seconds for ranged users).After 40 seconds of not using a given keystone, Master Key will re-roll when you exit combat.”

Presence of Mind (P2)

  • Effect changed: “Takedowns restore 20% of your maximum mana or energy and increase your maximum mana by 100 (up to 500) or your maximum energy by 10 (up to 50).”

Nimbus Cloak (S2)

  • Effect changed  “After casting a Summoner Spell, gain a movement speed increase that lasts for 2.5s and allows you to pass through units. Increase: 15% to 35% Movement Speed based on the Summoner Spell’s cooldown. (Higher cooldown Summoner Spells grant more Movement Speed).”

Conqueror (Precision Keystone)

  • [New Effect] “Basic attacks or spells that deal damage to an enemy champion grant 2 stacks of Conqueror for 8s, gaining [???] Attack Damage per stack. Stacks up to 10 times. Ranged champions gain only 1 stack per basic attack. When fully stacked, heal for 15% of the damage you deal to champions.”

Aftershock (Resolve Keystone)

  • Armor and MR changed to [35 + 80% of your Bonus Resists] – from [70 + 50% of your Bonus Resists]
  • Damage changed to [25 – 120 (+8% of your bonus health)] – from [10 – 120 (+4% of your maximum health)]
  • Cooldown lowered to 20s – from 35s
